Housing Associations powerless against AirBnB

Housing Associations in Amsterdam are powerless against AirBnB. Special investigation agencies see no possitiblities to catch people who illegally sublet their social housing apartment to tourists. When asking around, it turns out Housing Associations rerely act against subletting via AirBnB. It seems very labor intensive to prove that the house is used for vacation rentals and the burden of proof lies with the Housing Associations. The associations choose to use manpower for problem that give nuisance, like prostitution and hemp plantations. 

AirBnB offers around 7000 houses in Amsterdam. Social housing apartments in and around the inner city are mainly rented out to tourists, often for high rents. Prices of 200 euros a night are common.
